The attorney for Miami cornerback Xavier Lucas, Darren Heitner, wants Wisconsin to "be penalized for violating NCAA Bylaw 13.1.1.3.1, which required it to enter" his "information into the national transfer database within 2 business days."
Heitner reposted a social media post from Colten Bartholomew of Badgers Extra that has a link to an article with the caption "The NCAA has levied penalties against Wisconsin football for recruiting violations that occurred in 2023." Here's what to know."
Per Bartholomew, Wisconsin made 139 calls to 49 recruits that violated recruiting rules. Wisconsin staff placed 117 calls before the first day calls were allowed and 22 weren't permitted because a permissible call to that recruit already had been made between April 15 and May 31, 2023.
Bartholomew quoted the case report "The vast majority” of these calls would’ve been permissible under the current rules governing calls to recruits, which went into effect Aug. 1, 2023." The article by Bartholomew was published on June 12 and reposted to social media on the same day by Heitner.

Wisconsin head coach Luke "Fickell and outside linebackers coach/special teams coordinator Matt Mitchell will not be permitted to contact high school recruits from Sunday (June 15) to June 21" per Bartholomew. Heitner wants Wisconsin penalized for refusing to submit Lucas' name into the transfer portal.
The dispute centers around a name, image and likeness deal that Lucas reportedly signed with Wisconsin. Heitner stated in January that the deal Lucas signed was not binding because schools were not allowed to directly pay their athletes at the time.
Lucas ultimately unenrolled from Wisconsin and enrolled at Miami in January. The NCAA did not find any tampering or wrongdoing by Miami in relation to their pursuit of Lucas. Heitner has been consistent in his support of Lucas by continually stating Wisconsin violated the 13.1.1.3.1 bylaw.
After criticism from Fickle and the Wisconsin fan base, the Badgers now look hypocritical criticizing Miami. Multiple Wisconsin assistant coaches who have moved on to other jobs received show-cause penalties, per Bartholomew. Expect Lucas to be able to play in the Miami season opener versus Notre Dame on August 31.
